PHILADELPHIA -- LDI Senior Fellow and Wharton professor Mark Duggan, previously Senior Economist for Health Care Policy on the White House Council of Economic Advisors, notes that one thing he learned about Washington legislative culture was that "the people who talk the loudest are often not the people who know the most" about a given issue.
